That depends largely on how you rate a forum.

AskTom has some incredibly good technical advice on it, and goes into great depth about the issues it discusses, but it's rare that you get an opportunity to ask a question

It also appears that website doesn't have consistent rules for identifying forums. Every individual section on otn is counted seperately, whereas orafaq and others appear to be counted as a single entity. So I really wouldn't read too much into the results.
